Minimum Capital & Regulatory / Compliance Considerations

Minimum capital.

The minimum capital required to obtain a banking licence must be at least 500,000 EUR / USD. This requirement can be satisfied by providing a financial guarantee in the form of funds held in a corporate or personal bank account. The use of crypto-assets for this purpose is also permitted.

Licence validity.

A banking licence expires on the date indicated on its reverse, or on the day the licensee ceases to be registered in Anjouan — whichever occurs first — unless the licence is revoked earlier by the Anjouan Offshore Financial Authority. The licence is also subject to any amendments to Government Notice No. 004 of 2005 or Government Notice No. 5 of 2005.

Grounds for automatic revocation.

A licence is cancelled ipso facto, without prior notice, if any of the following occur:

  • Check The company engages in any activity that is prohibited by, or contrary to, any legislative act or rule of law currently in force in Anjouan.
  • Check The company begins to engage in marine or aviation insurance, or in gambling, without a specific licence.
  • Check The annual fees for renewing the licence have not been paid.

A licence may also be revoked for other reasons specified in the relevant legislation.
